Terry Smith, a fugitive sex offender, was captured in Cambodia in September 2006 after he was identified in an undercover investigation by the International Justice Mission. In February 2006, Michael John Koklich was arrested in Phnom Penh, Cambodia on suspicion of sexually exploiting two girls, ages 11 and 13. Evidence included a diary portraying his sexual exploits and newspaper articles about Americans arrested for having sex with minors in Cambodia. He pleaded guilty in San Francisco federal court to traveling to Cambodia to engage in illegal sexual activity with a minor. In April 2007, he was sentenced to 64 months in prison and ordered to pay $10,000 restitution to the two victims. Kent Frank was arrested in December 2004 after returning to the U.S. from Cambodia where he allegedly had sex with at least four children. Richard A. Schmidt of Baltimore, Maryland was expelled from Cambodia to the US after he was arrested on suspicion of sexually molesting young boys. In federal district court in Baltimore, he pleaded guilty to one count of traveling overseas to engage in illicit sexual conduct with a minor and one count of traveling overseas and engaging in illicit sexual molestation with a minor. In May 2005, he was sentenced to 15 years in federal prison as well as supervised release for the rest of his life. Michael Joseph Pepe, 54, was recently convicted in Los Angeles on seven felony counts. Seven girls who Pepe sexually abused testified against him during his trial. The girls, who were between the ages of 9 and 12 when they were abused, were brought over from Cambodia to testify that Pepe drugged, bound, beat and raped them. Some of the victims testified that they were required to give Pepe sexual massages and perform oral sex on him on a daily basis. Pepe is scheduled for sentencing in September of this year. Donald Bakker was the first person to be tried in Canada for sex crimes committed overseas. In December 2003, he was arrested in Vancouver when a prostitute claimed that he had paid her; thinking he intended to have sex with her, however beat her instead. When he was arrested, police found a video camera, with tape of himself beating the woman. Even more disturbing, police later discovered more videotapes of Bakker having sex with underage girls in Cambodia. In June 2005, he pled guilty to 10 counts of sexual assault.
